Garland Police Fire Officer Who Shot At Suspect 41 Times, Killing Him At End Of Chase
” A Garland police officer was fired this morning after an investigation into an Aug. 31 shooting in which he shot 41 times at a fleeing suspect.
Authorities say Officer Patrick Tuter shot and killed Michael Vincent Allen of Wylie after a 30-minute high-speed chase that began in Garland and ended in a Mesquite cul-de-sac. The 25-year-old suspect was unarmed at the time.
The seven-year veteran of the force, who said that he felt threatened when he opened fire on Allen’s pickup, had been under investigation by Garland police internal affairs ever since last fall’s shooting.”

41 shots against NO return fire . Amateurish …
Tennessee v. Garner: Fleeing Felon. Unless deadly physical force is being used against the officer, he may not use deadly physical force against the suspect. Was suspect using vehicle as weapon by traveling away, from officer? Was suspect pounding on the officer’s head with his fists? All this was is a Felony Eluding & Evasion. The cops need to go back to revolvers.
Firing isn’t good enough . An un-armed man was shot 3 times (out of 41 attempts) and killed over the course of a thirty minute chase . The officer cannot even make the case that he only had a split second to react and it was him or me . This was a case of arrogance ( I’m the law and I’ll do as I damn please ) pure and simple .
Unfortunately it is an attitude that is shared all to widely in positions of authority these days and it sews the seeds of doubt in my mind as to which side the average cop will come down on when the SHTF .
Look at the innocent women shot last week by LA cops in pursuit of Dorner . Not so long ago cops in Cleveland , by some accounts over 100 officers , chased down , firing well over 150 rounds in the process , and killed two unarmed suspects .
Six months or maybe a little longer ago a cop in Boston , engaged in a high speed pursuit struck and killed an elderly couple . The list goes on and on and that is without bringing botched SWAT ( dynamic entry ) raids that have resulted in dozens of innocent lives lost .
I’m afraid that the bulk of cops have become more “government” than “people” .
It’s the “New & Improved” style cops. The world was much better off when “Bumper Morgan” types were around. Probably would have given the guy a knuckle sandwich, at the most.
