Crying “Lone Wolf”

Steyn No Such Thing As Lone Wolf

” The guy who took a hatchet to a New York policeman was apparently a “lone wolf”, just like the guy who took a double-barreled shotgun to a Canadian soldier was a “lone-wolf”. Earlier today, I swung by Varney & Co on Fox Business to discuss the umpteenth member of Local 473 of the Amalgamated Union of Lone Wolves:

” This term ‘lone wolf’ is a cop-out…the idea that they somehow have to have a membership card in Islamic State or in al Qaeda for it to be official, fully-credentialed terror, like getting a hairdresser’s license in New York State is completely preposterous” he stated.

Steyn added that the rhetoric of “lone wolf” terrorists allows those who do not want to admit that radical Islam is a problem to brush off terror as isolated incidents, saying “all jihad is local. That actually suits them, to say, ‘oh no this is just some mentally ill guy in Ottawa and this is another guy who’s a bit goofy in New York and there’s no connection between the two.’ Because otherwise you have to treat it like your other big story. You have to treat it like ideological Ebola and you have to stop the infection…

FEC Democrat Pushes For Controls On Internet Political Speech

” The FEC deadlocked in a crucial Internet campaign speech vote announced Friday, leaving online political blogging and videos free of many of the reporting requirements attached to broadcast ads — for now.

While all three GOP-backed members voted against restrictions, they were opposed by the three Democratic-backed members, including FEC Vice Chair Ann M. Ravel, who said she will lead a push next year to try to come up with new rules government political speech on the Internet.

It would mark a major reversal for the commission, which for nearly a decade has protected the ability of individuals and interest groups to take to engage in a robust political conversation on the Internet without having to worry about registering with the government or keeping and reporting records of their expenses.

Ms. Ravel said she fears that in trying to keep the Internet open for bloggers, they’ve instead created a loophole for major political players to escape some scrutiny.

“ Some of my colleagues seem to believe that the same political message that would require disclosure if run on television should be categorically exempt from the same requirements when placed in the Internet alone,” said FEC Vice Chair Ann M. Ravel in a statement. “As a matter of policy, this simply does not make sense.”

She said the FEC should no longer “turn a blind eye to the Internet’s growing force in the political arena,” and she vowed to force a conversation next year on what changes to make.

The three Republican-backed commissioners, though, said in a joint statement that Ms. Ravel’s plans would stifle what’s become the “virtual free marketplace of political ideas and democratic debate.”

Meet The New Serfs: You

” The New Haven SWAT team must have been pretty amped up: It was midnight, and they were getting ready to bust down the door of a man wanted on charges involving weapons violations, robbery — and murder. They were not sure how many people were in the house, or how they’d react. After a volley of flash grenades that set fire to the carpet and a sofa, they moved in, guns drawn. A minute later, they had their man zip-tied on the floor.

If only they’d double-checked the address first.

Bobby Griffin Jr. was wanted on murder charges. His next-door neighbor on Peck Street, Joseph Adams, wasn’t. But that didn’t stop the SWAT team from knocking down his door, setting his home on fire, roughing him up, keeping him tied up in his underwear for nearly three hours, and treating the New Haven man, who is gay, to a nance show as officers taunted him with flamboyantly effeminate mannerisms. If the events detailed in Mr. Adams’s recently filed lawsuit are even remotely accurate, the episode was a moral violation and, arguably, a crime.

And when Mr. Adams showed up at the New Haven police department the next day to fill out paperwork requesting that the authorities reimburse him for the wanton destruction of his property — never mind the gross violation of his rights — the story turned Kafkaesque, as interactions with American government agencies at all levels tend to do. The police — who that same night had managed to take in the murder suspect next door without the use of flash grenades or other theatrics after his mother suggested that they were probably there for her son — denied having any record of the incident at Mr. Adams’s home ever having happened.

This sort of thing happens with disturbing regularity. The New York Police Department killed an older woman in Harlem when they mistakenly raided her home in 2003. In that case, too, “flash-bang” grenades were deployed, and the concussions sent 57-year-old Alberta Spruiell into cardiac arrest, killing her. The NYPD was acting on information given to them by a local lowlife drug dealer they were leaning on. It was the first information he’d given them as an informant, and based on nothing more than that they went in hard — no-knock raid, grenades, the whole circus. As it turns out, New York dope-slingers turned rat are not entirely trustworthy. “

Wealth Of Congress Jumps $150 Million

” It was a good year for members of Congress in one respect: their pocketbooks.

Roll Call has for decades calculated the “50 Richest” members of Congress by poring through financial disclosure forms, and this year, we’ve taken the added step of tallying the minimum net worth of every member of Congress.  (Visit our interactive to see the full ranking, which includes representatives, senators and delegates. Because there are three vacancies in Congress, there are 538 members on the list.)

The combined minimum net worth of Congress jumped — up more than $150 million to $2.1 billion — according to a CQ Roll Call analysis of the financial disclosure forms for every member of Congress and delegate who filed one for 2013.

That’s an increase of about $300,000 to $3.9 million per lawmaker — although, as with the general public, most of the wealth is concentrated at the top.

The top five lawmakers on the list had more than 37 percent of the combined minimum net worth reported of all 538 members and delegates, according to the CQ Roll Call analysis. The minimum net worth of the 50 Richest was $1.7 billion, or more than 80 percent of the total for the entire Congress.

The richest person on our annual 50 Richest list, Republican Rep. Darrell Issa of California, has a net worth of at least $357 million, calculated by subtracting the minimum reported liabilities from the minimum reported assets. That means Issa alone accounts for more than one-sixth of the entire Congress’ reported minimum net worth.

And two of the top five — No. 3 Rep. John Delaney of Maryland and No. 4 Sen. Jay Rockefeller of West Virginia, both Democrats — accounted for $67.85 million of the increased net worth of all of Congress.

Our analysis also found at least 188 millionaires — about a third of Congress — up from 185 the previous year.

It’s not a secret that one of the easier ways to get to Congress is to be rich in the first place, given the cost of campaigning and the hassles of fundraising.

The median lawmaker on our ranking has a minimum net worth of $456,522 — not too shabby.

The Senate is richer on average than the House — no surprise.

The minimum net worth of the Senate is nearly $570 million, with 50 senators topping $1 million.

The House has a minimum net worth of $1.53 billion, with at least 138 millionaires but a median of just $338,000.

The actual reported wealth of Congress would be significantly higher if Congress required members to disclose all of their assets and to disclose them with precision.

But while net worth of U.S. households has never been higher, median net worth — the folks in the middle — has generally lagged.

The latest figures from the Census Bureau — from 2011 — show a median net worth of $68,828 per household.

You can see every member of Congress in our updated interactive on the wealth of Congress at this link.”

Whistleblowers: IRS Officials Behind ‘Fraudulent’ Multi-Billion Dollar Corporate Tax Giveaways

” A 10-year veteran IRS attorney has demanded a Congressional audit of the IRS to investigate the agency’s alleged role in allowing American corporations to illegally avoid paying billions of dollars in taxes at the same time the agency is cracking down on individuals and small businesses.

In a letter to Treasury Secretary Jacob Lew, IRS commissioner John A. Koskinen, and IRS chief counsel William Wilkins, Jane J. Kim, an attorney in the IRS Office of the Chief Counsel in New York, accused IRS executives of “deliberately” facilitating multi-billion dollar tax giveaways. The letter, dated October 19, will add further pressure on the agency, which is under fire for allegedly targeting conservative and Tea Party groups.

Kim, who has previously blown the whistle on “gross waste of government resources” in the IRS New York field offices [Senior IRS Lawyer Charges Chief Counsel's New York Office With Waste and Abuse], wrote in her new letter that senior IRS officials have “intentionally undermined the authority of the IRS Whistleblower Office” to avoid taking action “in cases involving billions in corporate taxes due.” The IRS also refuses to enforce laws for “large corporate taxpayers,” resulting in giveaways of further billions, despite applying the same laws with “draconian strictness to small business, the self-employed, and wage-earning individuals.”  … “

Roy Officer-Involved Shooting Leaves One Man Dead

” A terrifying Tuesday morning in a Roy neighborhood turned tragic when police officers shot and killed a man in his garage at 3779 West, 5300 South in Roy. The Weber County Attorney’s Office is investigating it as a “suicide by cop.”

The 35 year old man, who neighbors describe the as a quiet, friendly man, was divorced and now lived in the home with his girlfriend and her children. According to Detective Matthew Gwynn of the Roy City Police Department, the man called a suicide hotline around 4 a.m. and threatened to kill himself. The Weber County Consolidated Dispatch Center sent officers to the resident.

” There were people in the home at the time the call was placed,” Det. Gwynn told ABC4 News. “They left the home shortly thereafter.”

Roy City Police and the Weber Metro SWAT Team tried to convince the man to surrender and get help but seven hours after the initial call, something dramatic occurred in the garage causing SWAT officers to open fire.”

850 Voters In NYC Are Officially 164 Years Old

Funny , she doesn’t look a day over 103 .

” A single Bronx voter listed in official records as being 164 years old led Board of Elections officials to review their files — where they turned up another 849 New Yorkers who were supposedly alive when Abe Lincoln was president.

The stunning discovery came after The Post reported last week that the birth date of Luz Pabellon, a spry 73-year-old who has been living and voting in The Bronx since the 1970s, was recorded as Jan. 1, 1850.

This week, a search of the records in all five boroughs found 849 more voters with the same wacky birth date.

Board officials chalked up the implausible age snafu to previous practices that allowed residents not to provide their exact birthdays when registering to vote.

Some of the new voters — mostly women — simply wrote that they were “21+” — above the legal voting age.

There was a reason to be vague. Voter registration records are open to the public, so anyone with the inclination can discover the real age of anyone in the files.

“ It’s a leftover vestige from a bygone era,” explained Board of Elections executive director Mike Ryan.

“ They were all listed as age 164. This was no accident. It’s a little quirk in the system. It’s not widespread,” he added, noting there are more than 4 million registered voters. “

‘WRAP’ Torture Device Used On Incarcerated Arkansas Youth Ignites Outrage

” A bizarre was photo taken at the Yell County Juvenile Detention Center in Arkansas, and it has been obtained from a FOIA request and released on the internet, currently going viral.

The picture displays a teen in a restraint system similar to a straightjacket, except it appears to cover a person’s face completely.  Perhaps the most bizarre aspect of this photographic evidence of torture, is the appearance of the thing covering the teen’s face.

What is that thing covering the kid’s face? Why does it look like duct-tape with disturbing cross-eyed cartoon eyes drawn on it with sharpie? That might just be indicative of a whole process of humiliation that accompanies this abuse.”

Overpaid Federal Employees

” With the election only weeks away, pundits are visualizing how a Republican-controlled Senate would impact future policy decisions.  Today’s Washington Post highlights the supposed plight of federal workers under a Republican Congress.

The piece discusses House Budget Chairman Paul Ryan’s budget proposal:

Under the Ryan budget, the contribution of most federal employees toward their retirement plan would increase by 5.5 percentage points with no increase in benefits — effectively a pay cut. Ryan emphasizes a “defined-contribution system” that centers on employee payments to their retirement program instead of the current system, which includes pensions from the U.S. government. He estimated his plan would save the government $125 billion over 10 years.

That $125 billion in savings, however, would come from the pockets of federal employees.

The piece continues in a similar vein discussing Republican-supported legislation that would make it easier for federal employees to be disciplined, fired, and restricted in their conference expenditures–all  reasonable proposals. It cites federal employee union officials on the difficulties these policies would place on federal workers.

But the piece fails to mention the elephant in the room: federal employees are compensated more generously than their private-sector counterparts.

Using data from the Bureau of Economic Analysis, the average wage for a federal civilian employee in 2013 was $81,076, compared to the average wage of $55,424 for private-sector employees. “

Government Has Paid Millions For Workers To Stay Home

The federal government has shelled out more than $700 million in paid leave to more than 57,000 employees who were home from work for time periods stretching from one month to three years, a Government Accountability Office report has found.

In a 62-page report published Monday, the GAO analyzed why so many federal employees were home and getting paid for such long periods of time and they discovered a variety of reasons.”

Paid Leave

” In many cases, employees were home awaiting the outcome of investigations into alleged misconduct and criminal actions. Some racked up paid leave for “physical fitness activities,” and others were away from work seeking professional development. Employees also took paid leave for “recuperation” from overseas work.

Hundreds of federal employees remained at home, collecting a paycheck, for years.

The report found that during a three-year period beginning in 2011, 263 employees remained on paid leave for one to three years at a cost of $31 million.

In some cases, about five percent of the time, the federal government couldn’t come up with a reason why some employees were home on paid leave.”

Those 263 employees cost the US taxpayers an average of $117,870 each to sit on their asses … “We’re in the best of hands”

Far-Left Democrat Threatens To Infect Hillary Clinton Protesters With Ebola

” A group of conservative students protesting Hillary Clinton during her campaign rally at Oakland University in Michigan were threatened by a left-leaning Democrat, who vowed he would infect them with Ebola if they didn’t cease and desist.

“ I just came from Texas, I have Ebola, and now I’m going to give it to you,” said Larry Mitchell, 63, a member of the St. Clair Shores Democratic Club,on a video captured by Campus Reform.

The 25 or so students were corralled off by campus police and Secret Service agents at a site far from the event hall, where Ms. Clinton, the former Secretary of State, was speaking in support of two Democratic candidates for U.S. Senate and governor, The Blaze reported.

Witnesses said Mr. Mitchell approached them, threatened them — and then licked his hand and tried to wipe his saliva on them, Campus Reform reported. He also called them “fascists” and said their libertarian political beliefs were the causes of Ebola’s spread. “

How The Feds Block Ebola Cures

” We have technology to potentially control Ebola and other viral outbreaks today. But the federal bureaucracy refuses to catch up with 21st-century science.

For example, diagnostic startup Nanobiosym has an iPhone-sized device that can accurately detect Ebola and other infectious diseases in less than an hour.

Two other companies, Synthetic Genomics and Novartis, have the capacity to create synthetic vaccine viruses for influenza and other infectious diseases in only four days. Both firms can also share data about outbreaks instantaneously and make real-time, geographically specific diagnosis and vaccine production possible.

These companies could start producing Ebola vaccine/treatments tomorrow — except that the Food and Drug Administration’s insistence on randomized studies and endless demands for more data means firms have to spend millions on paperwork instead of producing medicines.

And for every small company drained by such tactics, many others conclude it’s not even worth trying.

These advances aren’t available because the FDA is using 19th-century science to decide which medical technologies should be used in the 21st century. “

” How refreshing to hear something resembling candor in the Obama administration’s public pronouncements on the threat from Ebola.

Problem is, the implications of what is being said with this newfound candor are ominous to say the least, a flabbergasted Rush Limbaugh outlined for his radio listeners yesterday. (Audio)

LIMBAUGH: … Some of the highlights from the congressional hearing on Capitol Hill today, House Energy and Commerce Subcommittee hearing on the Ebola crisis, Dr. Thomas Frieden …. Oh he’s got a new answer here …. I don’t believe this, we gotta play this one! I just basically scanned this one. This Frieden guy, he’s got to want to be thrown out of office here. You just gotta hear this! I don’t want to characterize it before I actually here it. I don’t want to tell you what it says and then have it not say that and look like I got egg on my face.

Here’s the setup: Fred Upton, Republican (of) Michigan, is asking Frieden, the director of the CDC, this question — the question I have is, if other countries are restricting travel from these African countries and, as you said, the fundamental job of the US is to protect American citizens, why can’t we move to a similar ban on travel from these other countries? The exposure rate of 14 days or 15 days is well within the 21 days of incubation and in fact knowing that there 150 people coming a day from those countries, we have not 94 percent in terms of screening at US airports. It seems to me it’s not a fail safe system that’s put into place here.

FRIEDEN (testifying before House subcommittee): Right now we know who’s coming in. If we tried to eliminate travel, the possibility that someone will travel over land, will come from other places, and we don’t know that they’re coming in will mean that we won’t be able to do multiple things. We won’t be able to check them for fever when they leave.

LIMBAUGH: OK, that’s one. There’s part two, just hang on. I know that sounds confusing but there’s a part two. He said, right now we know who’s coming in. Don’t forget that. Right now we know who’s coming in. If we tried to eliminate travel, the possibility that some will travel over land and come from other places and we don’t know that they’re coming will mean that we won’t be able to do multiple things. Do you know what he just said there? …. He just threw amnesty overboard! He, he, he just threw amnesty under the bus. He just threw Obama’s precious open borders under the bus. He says if we try to eliminate travel, then they’re going to come here illegally — acknowledging there are others already doing that! If we try to eliminate travel, the possibility that some will travel over land like the Hoof Express through the Rio Grande River. They’ll come from other places and we don’t know that they’re coming in. It’ll mean that we won’t be able to do multiple things! In other words, what’s already happening will continue to happen and yet some of the people coming might have Ebola! Oh no!  He can’t last much longer! The Chamber of Commerce is having a conniption fit right now. (Democrat congressman) Luis Gutierrez is having a conniption fit right now.

So his answer seems to be, if we don’t let them come in on planes, they’ll come by land over our porous border.

FRIEDEN: Borders can be porous, especially in this part of the world. We won’t be able to check them for fever when they leave. We won’t be able to check them for fever when they arrive. We won’t be able, as we do currently, to take a detailed history to see if they were exposed when they arrive. When they arrive, we wouldn’t be able to impose quarantine as we now can if they have high-risk contact. We wouldn’t be able to obtain detailed locating information which we do now including not only name and date of birth but email addresses, cell phone numbers, address, addresses of friends, so that we could identity and locate them. We wouldn’t be able to provide all of that information as we do now to state and local health departments so that they can monitor them under supervision.

LIMBAUGH: Well, uh, ladies and gentlemen, it sounds to me like he’s saying that if we don’t let them come in on planes, what he’s saying is — unbelievable! — do you understand what he’s saying?! If we don’t let them come in under our auspices, they’re going to come in via illegal immigration and we’re not going to know who they are and it’s going to be even worse. Like the 300,000 children that came in and might have brought enterovirus and like the 12 million who are already here that we want to grant amnesty …

This guy, he has swerved into something, folks, that is totally, unless I’m missing something, I didn’t see this coming. This guy is acknowledging that we do not have a closed border. He’s acknowledging we cannot control who comes into the country. This guy is saying, the Centers for Disease Control director Thomas Frieden is saying, that we cannot close airports. We cannot shut down flights to this country because other parts of our border are wide open with thousands already crossing the border! And we don’t know who they are and we don’t know what they have and we don’t know how sick they might be. And we don’t know  and will have no way of knowing. Oh man! “

Census Bureau: California Still Has Highest U.S. Poverty Rate

” California continues to have – by far – the nation’s highest level of poverty under an alternative method devised by the Census Bureau that takes into account both broader measures of income and the cost of living.

Nearly a quarter of the state’s 38 million residents (8.9 million) live in poverty, a new Census Bureau report says, a level virtually unchanged since the agency first began reporting on the method’s effects.

Under the traditional method of gauging poverty, adopted a half-century ago, California’s rate is 16 percent (6.1 million residents), somewhat above the national rate of 14.9 percent but by no means the highest. That dubious honor goes to New Mexico at 21.5 percent.

But under the alternative method, California rises to the top at 23.4 percent while New Mexico drops to 16 percent and other states decline to as low as 8.7 percent in Iowa.

The only other state to approach California in the alternate rankings is Nevada at 20 percent, although Washington, D.C., is close at 22.4 percent. “

Does anyone else find it peculiar that the poverty rates are greatest in the areas of Obama’s greatest support ?

Is CDC Hiding Enterovirus Link To Illegal Alien Kids?

” A disease that was once rare in the U.S. is killing Americans, and its rise coincides with the tidal wave of unaccompanied minor children arriving from Latin America under our de facto open-border policy.

The CDC website reports that from mid-August to Oct. 10, the CDC itself or state authorities confirmed that 691 people in 46 states and the District of Columbia had come down with some sort of respiratory illness caused by EV-D68. Five children, including Eli, died from their infections.

It is true that EV-D68 has been in the U.S. at least since 1962. But according to a study done by doctors from the Division of Viral Diseases at the National Center for Immunization and Respiratory Diseases published on the CDC’s own website, EV-D68 “is one of the most rarely reported serotypes, with only 26 reports throughout the 36-year study period (1970 through 2006).”

There’s often a disconnect between coincidence and correlation. But we suspect that the jump in cases from 26 in 36 years to nearly 700 in one year coming at the same time as the open-border influx of improperly screened illegal aliens is more than just a coincidence.”

Given the lack of veracity from the present administration regarding just about everything they claim IBD’s conclusion is very difficult to dismiss …

” And after the CDC’s bungling, rethinking and dissembling about the Ebola outbreak, it looks as if we can’t trust anything it says about the origins and spread of EV-D68, either. “

First President to repeat the Holy Quran and tell us the early morning call of the Azan (Islamic call to worship) is the most beautiful sound on earth.
First President to side with a foreign nation over one of the American 50 states ( Mexico vs Arizona ).
First President to tell the military men and women that they should pay for their own private insurance because they “volunteered to go to war and knew the consequences.”
Then he was the First President to tell the members of the military that THEY were UNPATRIOTIC for balking at the last suggestion. (Thank God he didn’t get away with THIS one.)
How is this hope and change’ working out for you? “

Police Chief Accuses Secret Service Of Misconduct

” Nashville’s police chief is raising stunning new allegations regarding the U.S. Secret Service, saying local agents once asked his officers to fake a warrant.

Even more disturbing, Chief Steve Anderson said he complained to top Secret Service officials in Washington, and they did not seem to care.

The allegations regarding the January 2013 incident are contained in a letter that Anderson sent last week to several members of the House Committee on Oversight. That’s the congressional committee that has spearheaded the on-going investigation into the Secret Service. Secret Service Director Julia Pierson was recently forced to resign as a result of that scandal.

” There’s already a lot of fodder to attack the Secret Service with, and this will be more,” said Rep. Jim Cooper, D-Tennessee, who was among the committee members who received the letter.

The legal director for the American Civil Liberties Union of Tennessee, Thomas Castelli, called the incident an “absolutely appalling” violation of basic constitutional principles.

” If this is something that not all law enforcement — and I’m talking about from the cop patrolling the streets in our smallest town in Tennessee all the way up to the Secret Service and the FBI — if this is not something that they’re taught, then that’s a big problem,” Castelli said. “

Martial Law Declared In Connecticut Over Ebola, Civil Rights Suspended Indefinitely

20141010_CT1_0

” We warned a week ago of the various possibilities surrounding an Ebola outbreak in America, and today we get some degree of confirmation of a medical-based martial-law coming to the US.Governor Dan Malloy has declared a Public Health Emergency in Connecticut, authorizing the“isolation of any individual reasonably believed to have been exposed to the Ebola virus.”Simply put, as we noted previously, the State of Public Health Emergency allows bureaucrats to detain and force-vaccinate people without due process – despite not one single case being found in CT. If there is a major Ebola pandemic in America, all of the liberties and the freedoms that you currently enjoy would be gone.

“I hereby declare a public health emergency for the State, pursuant to the Connecticut General Statutes Section 19a-131a, for the duration of the epidemic. Specifically, in accordance with Connecticut General Statutes Section 19a-131b, I authorize the Commissioner of Public Health to Order the isolation or quarantine, under conditions prescribed by the Commissioner of Public Health, of any individual or group of individuals whom the Commissioner reasonably believes to have been exposed to, infected with, or otherwise at risk of passing the Ebola virus.”

Which he defended as a precautionary and preparatory measure in the event that the state has either a confirmed infection or has confirmed that someone at risk of developing the infection is residing in the state.

“We are taking this action today to ensure that we are prepared, in advance, to deal with any identified cases in which someone has been exposed to the virus or, worst case, infected,” said Governor Malloy.  “Our state’s hospitals have been preparing for it, and public health officials from the state are working around the clock to monitor the situation.  Right now, we have no reason to think that anyone in the state is infected or at risk of infection.  But it is essential to be prepared and we need to have the authorities in place that will allow us to move quickly to protect public health, if and when that becomes necessary.  Signing this order will allow us to do that.”

Translated… as we previously noted:

If there is a major Ebola pandemic in America, all of the liberties and the freedoms that you currently enjoy would be gone.  If government officials believe that you have the virus, federal law allows them to round you up and detain you “for such time and in such manner as may be reasonably necessary.”  In addition, the CDC already has the authority to quarantine healthy Americans if they reasonably believe that they may become sick.  During an outbreak, the government can force you to remain isolated in your own home, or the government may forcibly take you to a treatment facility, a tent city, a sports stadium, an old military base or a camp.  You would not have any choice in the matter.  And you would be forced to endure any medical procedure mandated by the government.  That includes shots, vaccines and the drawing of blood.  During such a scenario, you can scream about your “rights” all that you want, but it won’t do any good.

In case you are tempted to think that I am making this up, I want you to read what federal law actually says.  The following is 42 U.S.C. 264(d).  I have added bold for emphasis…

(1) Regulations prescribed under this section may provide for the apprehension and examination of any individual reasonably believed to be infected with a communicable disease in a qualifying stage and (A) to be moving or about to move from a State to another State; or (B) to be a probable source of infection to individuals who, while infected with such disease in a qualifying stage, will be moving from a State to another State. Such regulations may provide that if upon examination any such individual is found to be infected, he may be detained for such time and in such manner as may be reasonably necessary. For purposes of this subsection, the term “State” includes, in addition to the several States, only the District of Columbia . “

Protocol Theatre

Slice 2

” Thomas Frieden has now got his Protocol Ali routine down pat:

Dr. Tom Frieden, director of the Center for Disease Control and Prevention (CDC), said during a telephone press briefing Wednesday that you cannot get Ebola by sitting next to someone on a bus, but that infected or exposed persons should not ride public transportation because they could transmit the disease to someone else.

Gotcha. You can’t get Ebola on a bus or a plane, you can only give it. Good to know. Thanks, Doc.

The Centers for Disease Control is one of those elite federal agencies that people hitherto assumed was, so to speak, immune to the pathologies of less glamorous government bureaucracies. It turns out it’s the DMV with test tubes – just the usual “Sorry? Did we say you need two copies of the green form? We meant you need three copies of the pink form” routine with extra lethality. The Protocols of the Elders of Druid Hills have proved to be boundlessly mutable and mostly honored in the breach:

~Don’t worry, the Protocols are in place – except that Thomas Duncan, the original Ebola patient, was left in an open area of the Dallas emergency room for hours and the medical staff treating him did not have protective clothing for the first two days.

~Don’t worry, they did eventually get fully sealed, protective clothing – well, except for their necks, which remained exposed.

~Don’t worry, exposed medical staff aren’t supposed to fly – except that Nurse Amber Vinson got on a flight to Cleveland with a fever.

~Well, okay, but that was totally in breach of the Protocols – except that Nurse Vinson called the CDC to check and they said, “Sure, get on the plane. What’s the worst that can happen? And make sure you share the bag of mini-pretzels…”

~Well, okay, but the next time Nurse Vinson got a flight, everyone followed the Protocols and wore hazmat suits – except for the guy with the clipboard, who works for the CDC and so can’t be expected to know all this Protocol stuff… “
