How To Fix The Broken Budget

 

 

 

 

 

” Congress is required by law to pass a budget each fiscal year which lays out the framework for allocating taxpayer dollars for all federal programs. Additionally, Congress must pass 12 function and program –related appropriations bills that then distribute the funds to the various departments, agencies, and programs.

  Instead, Congress and the administration have relied on last-minute continuing resolutions (CRs) and omnibus spending bills that kick the can down the road by adopting only set levels of funding — providing no oversight over the worthiness of program spending, nor prioritizing spending according to our country’s needs.

  As President Reagan famously said: “Government programs, once launched, never disappear…a government bureau is the nearest thing to eternal life we’ll ever see on this earth.”

  This broken approach must end if we are to ensure long-term competitiveness and quality of living in America for future generations.

  Let’s take a deeper look at the problem:

  • Continuing resolutions keep programs on “auto-pilot” from year to year without any assessment of whether the money is being well spent. There have been more than 20 of these resolutions in the past five years.
  • Nearly 200 government programs are “fragmented, duplicative, overlapping or just inefficient,” according to a Government Accountability Office (GAO) report.
  • Congressional committees, charged with scrutinizing how each federal department and agency is actually spending taxpayer dollars, are strapped for time to do so. Committees, on average, hold specific program oversight hearings only a few hours each month and generally focus attention on only one or two programs each year — neglecting many programs under their jurisdiction.
  • Without proper legislative oversight, wasteful government spending continues its meteoric climb as more and more power is ceded to the unaccountable executive branch to govern the programs. No oversight translates into a bureaucracy jobs program — paying federal workers billions to implement programs that have outlived their original mission.

  Incredibly, it’s been revealed that the government does not actually know the exact number of agencies, offices and government corporations it comprises. (A cursory count on various lists shows the number is in the several hundreds).”

Who Pays When The DEA Destroys Your Vehicle And Kills Your Employee During A Botched Sting? Hint: Not The DEA

” The DEA likes to borrow stuff. It’s just not very good about returning borrowed items in the same shape it got them.

  Like a woman’s Facebook account. Or a businessman’s semi truck. And his employee’s life.

  Craig Patty runs a tiny trucking company in Texas. He has only two trucks in his “fleet.” One of them was being taken to Houston for repairs by his employee, Lawrence Chapa. Or so he thought.

  In reality, Chapa was working with the DEA, which had paid him to load up Patty’s truck with marijuana and haul it back to Houston so the DEA could bust the prospective buyers. That’s when everything went completely, horribly wrong.

  [A]s the truck entered northwest Houston under the watch of approximately two dozen law enforcement officers, several heavily armed Los Zetas cartel-connected soldiers in sport utility vehicles converged on Patty’s truck.

In the ensuing firefight, Patty’s truck was wrecked and riddled with bullet holes, and a plainclothes Houston police officer shot and wounded a plainclothes Harris County Sheriff’s Office deputy who was mistaken for a gangster.

The truck’s driver was killed and four attackers were arrested and charged with capital murder.

  Until Patty received a call notifying him that his employee had been killed, he was completely unaware of the DEA’s operations involving both his truck and his driver. Unbelievably, things got even worse for Patty after this discovery.

  Patty’s truck was impounded by the DEA. After it was released to him, it was out of service for several months as it underwent more than $100,000-worth of repairs. The DEA offered him no financial assistance for the truck it helped fill with bullet holes nor did it offer to make up for the revenue Patty lost while his truck was out of commission. His insurance company likewise turned down his claim, citing his truck’s use in a law enforcement operation.

 Nor did the DEA offer to do something to repair his newly-acquired reputation as a drug runner and/or DEA informant — something that makes Patty’s life a little bit more dangerous.

  Nor will it have to. A federal judge has dismissed Patty’s lawsuit against the DEA seeking up to $6.4 million in damages. (h/t to attorney Mark Bennett, who previously advised Patty but did not represent him in this lawsuit.)”

Getting Fired Is Mission: Impossible For Federal Bureaucrats In The Obama Era

 

 

 

 

” Federal managers have fired fewer bad employees each year since President Obama took office.

  Fewer than 4,900 career civil servants were fired in fiscal year 2013 out of 1.4 million — about one out of every every 300 employees — according to Office of Personnel Management data.

  The figures were 5,700 in 2010, 5,500 in 2011, and 5,200 in 2012. Only partial data was available for fiscal 2014, but it was on track for 4,800, the lowest in recent memory.

  There are also about 7,700 senior executives in the federal government, who are held to a higher standard than those in the General Schedule rank and file.

  But only five in the Senior Executive Service were fired in 2012, seven in 2013 and none in the first half of 2014.

  Both of Congress’ new top bureaucracy watchers — Rep. Jason Chaffetz, R-Utah, and Sen. Ron Johnson, R-Wis. — have identified the inability to get rid of bad federal employees as a top reform target.”

Lawmakers Aim To Fire More Federal Employees In 2015

 

 

 

” Some lawmakers are looking to the new Congress to pass legislation to ease the firing of federal employees, with hopes the Republican-controlled Senate will be friendlier to the idea.

  Rep. Tim Walberg, R-Mich., in July introduced a bill to mitigate the hurdles in firing and suspending senior executives at federal agencies. The Senior Executive Service Accountability Act cleared the House in September. Despite receiving no resistance in the lower chamber, the Senate has yet to take up the bill.

  A spokeswoman for Walberg told Government Executive it is unlikely the Senate will move on the bill before the new session begins in January. Walberg plans to start from scratch next year, however, and expects future Majority Leader Mitch McConnell, R-Ky., to bring it up for a vote after the House once again passes the measure.

  The bill, as currently written, would allow agencies to suspend SES employees for 14 days or less without pay, require the executives to pay back any paid leave used during investigations if they result in a guilty verdict, increase the SES probationary period to two years and expand the definition of fireable offenses.”

Ron Paul Thinks There Should Be More Secessionist Movements In The U.S.

 

 

 

 

 

” Secessionists across the world were inspired by Scotland’s energetic attempt at independence from the United Kingdom earlier this month. Ron Paul, as it turns out, joined them.

  In an essay on his eponymous institution’s website Sunday, the former U.S. congressman from Texas wrote that any supporters of freedom should cheer secessionism because it allows for smaller government—a constant mantra for the libertarian and perennial presidential candidate, who didn’t previously realize there were more than a handful of secessionist groups in the United States.

” I was real pleased with that, and a bit surprised,” Paul told National Journal. “But then, on second thought, you think, ‘Why not? Why not more?’ “

  Fringe groups calling for states and regions to secede from the U.S., such as the Second Vermont Republic and the Alaskan Independence Party, gained more publicity in the weeks leading up to the Scottish referendum. As the outsized federal government continues to encroach on individual rights, Paul said, he thinks there will be a groundswell of these movements.

” It’s something that I think is going to grow, because the failure of the federal government is going to get much worse,” he said. “When the bankruptcy evolves, and maybe some of these pension funds are confiscated, and the wars never end, and bankruptcy comes forth, people [will say], ‘Hey, we’re getting a bad deal from this. Why don’t we leave?’ “

House Overwhelmingly Passes ‘Audit The Fed’ Bill

 

 

 

 

 

” The Swiss people are speaking out against their central bank. They have demanded a referendum with backing their currency with 20 percent gold and demanding return of their gold stored in the United States. Likewise, the American people are seeking restraints on the Fed—our central bank.

  The House overwhelmingly passed a bill to Audit the Fed and, if it ever becomes law, the people will demand reform of our monetary system that rewards a privileged few at the expense of the middle class and poor. This bill was passed in the House once before in 2012 while I was still a member. Fortunately the momentum continues, and thanks especially to Paul Broun of Georgia and Thomas Massie of Kentucky. It passed this time with an even greater margin—327 to 98—which was strongly bipartisan. “

Here Are Some Things I Expect To See As A Natural-Born American Taxpayer.

 

 

 

 

” Dear Rep. Trey Gowdy,

  I probably speak on behalf of many (millions?) of American citizens when I say I am most happy at the US House of Reps. forming a select committee to fully investigate Benghazi.

  However, right from the get-go, I have reservations on what the intended outcome of this committee will be. You see, I don’t trust most folks in Washington, Deceit.

  Will House Speaker John Boehner make a premeditated political show of this thing by reverse engineering it to appear to seek the truth in Benghazi, but actually just produce nothing but Republican-advantageous noise and prosperous backroom deals all during this 2014 election year?

  So, the charter or mission statement and limits of jurisdiction and judicial empowerment of said committee must be disclosed up front to all Americans to see for themselves if the stated mission is to be a noble-full-weight-of–the–law mission or a theatrical-no-one-will-be-punished mission, especially if Boehner and his pals risk being indicted for his involvement in any Benghazi-associated cover-up.

  If we fast forward to the year 2017 and see Barry Soetoro-Obama retiring with a hefty pension, hefty health care package, hefty Security coverage, new Obama Presidential Library, and lucrative speaking engagements instead of rotting in a jail cell for any convicted treasonous involvement with the Benghazi murders, then we will know. And my grandson in the year 2074 will know when he is my age, that this so-called select committee never intended to find the whole truth and never intended from the get-go to punish anyone involved in Benghazi….and America just drifts out to sea as a lawless, immoral disheveled ship of state.

 

  Here are some things I expect to see as a natural-born American taxpayer:

 

 1) You pretty much set up the mission and have free-reign to prosecute like the trained and experienced professional you are; let the cards fall where they may and the convicted get punished per existing laws. Why you? Because you appear to be a Nun among Whores in Washington, Deceit.

 2) Include private citizens who have shown a commitment to pursue this case to a whole-truth-and-consequence conclusion, such as Tom Fitton and Larry Klayman of Judical Watch, Sherriff Joe Arpaio and LT Mike Zullo, the Citizens Committee on Benghazi, Orly Taitz, and other outside professionals.

 3) Set a timetable and move this investigation along expeditiously, say, completed by October 2014 or sooner if possible. If any stonewalling, delays, resistance, lying, boycotts, witness tampering, etc. are detected, swiftly fine or imprison the offenders for contempt or obstruction of justice. “

Senate Democrats Just Blocked A Bill To Increase Accountability At The Scandal-Plagued Veterans Affairs Department

” This actually happened on the Senate floor this afternoon. Senator Marco Rubio (R., Fla.) asked for consent to take up and pass the Veterans Affairs Management Accountability Act, a bill that would make it easier/possible for the scandal-plagued department to fire employees based on poor performance. The House overwhelmingly passed the legislation on Wednesday, with a bipartisan vote of 390 to 33. (Only Democrats objected.)

  Surely the Senate would follow suit, right? Not exactly. Senator Bernie Sanders, a union-backed socialist from Vermont, objected on behalf of Senate Democrats to Rubio’s request. Instead of taking any action now, Sanders said he is going to hold a hearing—several weeks from now.

  Sanders, who chairs the Senate Committee on Veterans Affairs, has been one of the most outspoken defenders of the VA against allegations of misconduct. When asked about reports of multiple deaths related to long wait times at the VA healthcare system, Sanders told CNN: “People die every day.” “

” President Barack Obama is out of gas. Pooped out. Gone fishing. Or rather, golfing. He’s just not that into it anymore. The republic is safe from any further vast left-wing legislative prescriptions for our ills.

  But Obama’s increasing job fatigue is, paradoxically, cause for serious concern. While he sits back, aides in the White House and in the agencies are busy enacting a stealth agenda of rules and regulations. And on the world stage, Washington’s withdrawal threatens national security.

  The president on display at Tuesday’s State of the Union is one who has shrunk from the pretension of becoming a president on the order of Ronald Reagan or Franklin Roosevelt into the purveyor of a list of puny policies that tinker at the margins.

  Instead of offering “fundamental change” and inspirational hope, Obama made increasing the minimum wage for federal contractors the centerpiece of this year’s address. The increasingly disinterested president even had trouble pronouncing the name of his other “big idea,” a limited savings vehicle the White House is calling a “MyRA.”

  Major issues like debt, deficit and entitlements? Fuhgetaboutit, way too much bother.”

” In January 2013, the Milwaukee Journal Sentinel dropped a bombshell report showing ATF Agents who attempted to set up a storefront in the city, ended up damaging the building, owing the landlord money and lost a machine gun on the streets after it was stolen out of a government vehicle.

  But the effort to date has not snared any major dealers or taken down a gang. Instead, it resulted in a string of mistakes and failures, including an ATF military-style machine gun landing on the streets of Milwaukee and the agency having $35,000 in merchandise stolen from its store, a Journal Sentinel investigation has found.

 

 

 

 

 ” When the 10-month operation was shut down after the burglary, agents and Milwaukee police officers who participated in the sting cleared out the store but left behind a sensitive document that listed names, vehicles and phone numbers of undercover agents.

   And the agency remains locked in a battle with the building’s owner, who says he is owed about $15,000 because of utility bills, holes in the walls, broken doors and damage from an overflowing toilet.”

 

 

      This episode ties in with the widespread attempts by ATF to use mentally challenged individuals across the country in efforts to entrap alleged drug dealers and arms traffickers .

 

 

” Despite ATF’s claims these were isolated incidents, they weren’t and now, Senator Grassley and Chairman of the House Oversight Committee Darrell Issa have sent a letter to ATF Director Todd Jones demanding answers about how many times these tactics were used around the country.”

” Erik Dean Prince (born June 6, 1969) is an American businessman and former U.S. Navy SEAL, best known for founding the world’s largest private military company, Blackwater USA, in 1997. He served as its CEO until 2009 and later as chairman until Blackwater Worldwide was sold in 2010 to a group of investors. Prince currently lives in the United Arab Emirates.

  Prince credits the Rwandan genocide with his decision to start Blackwater. He told an audience in his native Holland, Michigan, “It really bothered me. It made me realize you can’t sit back and pontificate. You have to act.”[14]

  Since 1997, the firm has been awarded more than $1.6 billion in unclassified federal contracts and an unknown amount of classified work.[15] It became the largest of the State Department’s three private security companies, providing 987 guards for embassies and bases abroad.[16]

  Since 2001, the Central Intelligence Agency (CIA) has awarded up to $600 million in classified contracts to Blackwater and its affiliates.[17] The Barack Obama administration awarded the company a $120 million United States Department of State security contract and about $100 million in new CIA work in 2010.[15]

  Prince takes great pride in the work Blackwater has done and points to its successes. According to him, out of 40,000 personal security missions, only 200 involved guards discharging their weapons. “No one under our care was ever killed or injured. We kept them safe, all the while we had 30 of our men killed.”[14]

  Prince, according to Robert Young Pelton reportedly thinks of Blackwater’s relationship to the military as something similar to FedEx’s relationship to the U.S. Post Office “an efficient, privatized solution to sclerotic and wasteful government bureaucracy.”[18] He credits his father’s competitive streak in the automotive business with the inspiration to design a lighter, faster army.[19]

  In recent years Blackwater has come under criticism, but Prince believes that much of this criticism stems from politics. “I put myself and my company at the CIA’s disposal for some very risky missions,” Prince told Vanity Fair for its January 2010 issue. “But when it became politically expedient to do so, someone threw me under the bus.”[20]

  Prince resigned as CEO of Blackwater on March 2, 2009 and remained as chairman of the board until he sold the company in late 2010 to a group of investors.[21]
Disclosure as part of a covert CIA task force

  Prince was part of a secret CIA task force created to kill terrorists. The House intelligence congressional committee leaked his name to the press.[22] Prince compared himself to the target of the similar government leak of Valerie Plame: “Valerie Plame’s identity was compromised for political reasons. A special prosecutor [was even] appointed. Well, what happened to me was worse. People acting for political reasons disclosed not only the existence of a very sensitive program but my name along with it.”

GOP Myths About Conservative Candidates

 

 

” The pundit class and the GOP establishment currently are engaged in massive “concern trolling” over the possibility that Republican voters will elect conservatives in party primaries. Karl Rove, the US Chamber of Commerce and other special interests have vowed to spend whatever it takes to prevent citizens from nominating the “wrong” candidates. Setting aside the conceit that these interests know better than voters who should represent them, are these concerns even valid?

   So, even accepting the tenuous argument that the “tea party” cost the Republicans 3-5 seats, the GOP establishment lost 11. One could easily argue that the Tea Party needs to step-up its involvement in primaries to prevent the Republican party from continuing to nominate “moderate” candidates who can’t win. The last two GOP presidential nominees have been “electable moderates” who so failed to inspire actual voters that they lost very winnable races.  

  The entire argument against the “Tea Party” from the GOP establishment is an attempt to excuse their unbelievable failure in 2012. The Republicans squandered more than $1 billion on the most winnable Presidential race in modern history. They had a deep slate of “electable” Senate candidates who all went down to defeat. Rather than accepting responsibility for their failure, GOP consultants are pointing fingers at conservatives, trying to distract the attention of their donors. Malpractice is too mild a word for their performance in 2012. ‘

PRIVATIZE EVERYTHING

 

 

 

 

” The market is fine for some things, people will say, but other activities are too important to be left to the market. Or too complicated. Or too fundamental to our democracy.

I say: Privatize everything.

To some of you, that will sound callous — but failure to privatize services, keeping them in government hands instead, is what impoverishes and kills people. Nothing compassionate about that.

Take organ donations.

Regulations forbid buying and selling organs, so the market cannot operate. Desperate patients must wait and hope someone gives out of sheer generosity, that someone dies at just the right time, and that hospital administrators bump their case to the top of the list.

Some things ought to be done by government: things like running courts, policing pollution, and protecting the border. But most everything else should be left to private actors.

Government offers guarantees on paper and promises in speeches. But government rarely delivers. Private companies did brilliant Internet work for President Obama’s election campaign. But when it came to his health insurance website, the president put government in charge. We saw the result.

Markets aren’t perfect, but they allow for a world where prudence is rewarded and sloth punished, a world in which more people take risks and innovate. That’s a world where people prosper.”

” “I don’t know.” “I don’t remember.” “I’m not familiar with that detail.” “It’s not my precise area.” “I’m not familiar with that letter.”

These are quotes from the Internal Revenue Service officials who testified this week before the House and Senate. That is the authentic sound of stonewalling, and from the kind of people who run Washington in the modern age—smooth, highly credentialed and unaccountable. They’re surrounded by legal and employment protections, they know how to parse a careful response, they know how to blur the essential point of a question in a blizzard of unconnected factoids. They came across as people arrogant enough to target Americans for abuse and harassment and think they’d get away with it.

So what did we learn the past week, and what are the essentials to keep in mind?”

 

In December 2010 the FBI came to ask about a person who’d attended a King Street Patriots function. In January 2011 the FBI had more questions. The same month the IRS audited her business tax returns. In May 2011 the FBI called again for a general inquiry about King Street Patriots. In June 2011 Engelbrecht’s personal tax returns were audited and the FBI called again. In October 2011 a round of questions on True the Vote. In November 2011 another call from the FBI. The next month, more questions from the FBI. In February 2012 a third round of IRS questions on True the Vote. In February 2012 a first round of questions on King Street Patriots. The same month the Bureau of Alcohol, Tobacco and Firearms did an unscheduled audit of her business. (It had a license to make firearms but didn’t make them.) In July 2012 the Occupational Safety and Health Administration did an unscheduled audit. In November 2012 more IRS questions on True the Vote. In March 2013, more questions. In April 2013 a second ATF audit.

All this because she requested tax-exempt status for a local conservative group and for one that registers voters and tries to get dead people off the rolls. Her attorney, Cleta Mitchell, who provided the timeline above, told me: “These people, they are just regular Americans. They try to get dead people off the voter rolls, you would think that they are serial killers.”

IRS Official On Leave Refused To Resign

 

 

” First she refused to testify. Now Lois Lerner, the IRS official at the center of the tax agency scandal, is refusing to resign, according to a top Republican senator.

Sources confirmed to Fox News earlier Thursday that Lerner, the head of the IRS division that oversaw the unit targeting conservative groups, had been placed on administrative leave, with pay.

But Sen. Charles Grassley, R-Iowa, claimed she was only put in that status after refusing to step down.

“My understanding is the new acting IRS commissioner asked for Ms. Lerner’s resignation, and she refused to resign.  She was then put on administrative leave instead,” Grassley said in a statement. “The IRS owes it to taxpayers to resolve her situation quickly.  The agency needs to move on to fix the conditions that led to the targeting debacle.” ”

” President Obama’s latest executive order allows for the killing by drone strikes of American citizens abroad.  The administration attempts to find its justification for this in American law: a targeted U.S. citizen has to have recently been involved in terrorist activities and pose “an imminent threat of violent attack against the United States.”  Although many national security advisers do not disagree with this tactic, they do have some reservations.

Former CIA Director Michael Hayden told American Thinker he believes that the issue should be not killing those who take up arms against the U.S., including American citizens, but rather the hypocrisy of it all.  “President Obama in 2008 ran against President Bush’s first term while Obama after 2008 governs against terrorism like Bush’s second term.  They are doing the right thing, but the sin here is pretending it’s different from what they inherited, and it is not.  Sometimes lawful isn’t sufficient in a democracy.  Although I am quite comfortable with the legal rationale, based on my past experiences, programs like these require long-term, broad-based political support.”
